Herbert P Bear

The Club Penguin team said there was going to be a new mascot coming in a few months! and due to hackers that's been confirmed true as they've found out who the next mascot is going to be! The next mascot is going to be Herbert P Bear! I want to know how though? Herbert hates penguins what would he be doing around the island? Will it be during Operation Blackout trying to find a scheme? Or will the EPF have him on Penguin community service?
